DVI and HDMI have the same video quality. The only difference between the two is that HDMI also carries audio, while DVI is video only.
DVI should have better quality than VGA on most TVs. The only situation when this might not be true is if the TV doesn't support DVI properly.
A good desktop PC should be better than a laptop with such a big screen, in order to support 1080p at good framerates (if you're thinking about playing games).
