It's because they see their society and culture as somewhat fragile, there would be too much turmoil and problems with immigrants. They want to preserve their culture.

But I don't remember Japan having a lot of immigration during its decades of growth either... America had plenty of immigration during it's economic  turmoils as well... including now (as much as people criticize America's hostility to immigration, we let in a huge ammount of people, if not the most out of all the countries of the world).
