I think that the devs are realizing that for some genres that's no use in make it casual- accessible. Strategy- Simulation is one them. MAxis learned this the hard way, with the P. of C. that is Spore and the disapointing Simcity societies. Didn't play Sims3, so I don't Know how it is.
