Actually energy efficiency is one of the criteria: http://www.greenpeace.org/raw/content/international/press/reports/nintendo-guide-to-greener-electronics-12.pdf However, Greenpeace is too lazy to do their own research, so they gave Nintendo a score of 0 for most things, as Nintendo didn't give them information. If they did the slightest bit of research (like a one minute trip to Google), they'd realize the Wii is one of, if not the most energy-efficient console ever.

I'm sure they know through "unofficial" ways, but that would be a different report though.
This one rates the environmental policies as made available for the public through the producer's website. It's clearly stated on the linked page.
It's basically about the commitments each producer declares officially and the transparency of their policies towards the general public, not about the products themselves. Its usefulness may be limited but its methodology is transparent.
