Pretty much any of the Silent Hill games, because Silent Hill is true survival horror, in the original games you're a person who is unskilled in combat and all you start off with is a pipe. The monters in Silent Hill are truly terrifying as well, real creativity involved in their creation.
In Resident Evil you're a combat trained person who either starts with a knife or a gun and you fight slow ass zombies for most of the game, lame. Now that its become an action game (4 and 5) its not scary in the least.
