use the 360 as a yardstick, 30m sold and the highest selling game (Halo 3) has sold what 9m copies? (havent checked it in a while to be fair, but i think its somewhere between 9 and 10m)
so, if we assume that Gran Turismo or Final Fantasy get unbelievable reviews and sales hype, then we make another assumption that the PS3 userbase will at some point in this generation pass the 30m mark, then yes, both GT5 and FFXIII have an outside chance of 10m.
perhaps more realisticly, its fair to say that the only way any game can sell 10m on PS3, is if the PS3 userbase reaches 40 or 50m.
