Never been bullied or bullied anyone, There wasn't a huge amount of that going on in my secondary school (which is weird as it is one of the biggest in London) but I have had to stop kids in lower years from being dicks to each other.
While you can't deny that it goes on and will for a while its being handled well in certain schools, growing up we were constantly barraged by anti bullying campaigns and introduced to our "anti bullying mentors" and later on we had to elect our own student head of anti bullying etc etc.
