If true, this would mean that dropping the BC was actually a cost-saving measure.

Who on earth would they be licensing the software from? Isn't the EE+GS entirely Sony intellectual 

 

It might not be software, it might be the actual hardware design itself. Literally zillions of companies cooperate to make electronic parts, Sony may own the overall design but small companies will own particular pieces.

ISupply estimated the PS2 emulator chips cost $27 in 2006, so leaving that out is a serious savings. Remember, electronics prices drop very fast, then slower and slower, so that $27 might be down to $20 today, assuming 30% in annual cost reductions.
