They are, at least according to rumors. Its supposedly called "X-Engine", or something like that.

X-Engine is nothing more than MS's answer to Sony's PhyreEngine, you know.  Its just an engine optimized for their platform, available for licensing to devs who want to use it.

Sounds about right, which is commonly known as a "game engine". They use it to make games. You know, for consoles.  they use discs of plastic called DVDs to run. Its really crazy, all this hippie martian technology.
