One of Sony's weak points involves dev kits. They are generally not up to speed in this area. Microsoft comes from a developer background, so they seem to be better getting development environments out to developers, and supporting them. And yes, Microsoft has shown issues in the area of doing game hardware (consoles) as documented by the 360.
