Hmm, seems a little odd that A) They still had a prototype unit at E3 (the now infamous purple dildo) and now B) the aren't far enough along to provide enough dev kits to all the major publishers out there (whether you like THQ or not, they are still a big, well known publisher). I would think it would be best to get it out to as many publishers/development teams as possible so as many publishers/development teams as possible start getting on board and get the wheels in motion (no pun intended) on as many games as possible to make use of the motion control. That is to say, IF they really want this to be more than just another step in the Eyetoy series of under utilized peripherals of course.
