I thought it was a line from the German national anthem.

To get this right, it's not illegal. It's just inappropriate to use it. The "Deutschland über Alles"-verse is the first part of the Deutschlandlied and was the National Anthem from 1922-1945. Today the German National Anthem consists only of the 3rd verse of the Deutschlandlied (Einigkeit und Recht und Freiheit).
