Your question is completely irrealistic and not really worth discussing...because sega still owns sonic and will do whatever they see profitable for the blue hedgehog.

Should Sega have gone out of business with the Dreamcast?
After all, they own so many franchises that are great which we will never see as sega jsut doesnt have the means to make those games today.
Games like Chakan, Streets of rage, Panzer Dragoon, Shining Force, Vectorman...etc...
Had Sega have gone out of business after the Dreamcast (when they were the best game developer in the world) ...other publishers could have bought those licences (including sonic) and make those games today.
Could have worked out for us gamers in the long run...
