Well, flash memory cards are slower for transfer rate than hard drives, so can you find something that gives the transfer rate for the Wii's flash memory that says it's faster? And it's not like you'll be installing much for games when you only get 512MB.
As for costs, 512MB flash memory is $8 to purchase so I'm sure it costs less than $5 to make. It's most likely cheaper than including a hard drive.
