Yes it is true, I can't play certain playlists when in matchmaking. I have downloaded (and redownloaded) all the map packs, I have also updated the game everytime it asked me to. Anytime I try to go into one of the following, I get the "one or more players does not have the maps required to play in this playlist. Why can't I play these playlists?

Social
Rumble Pit
Team DLC
Multi Team
Social Big Team
Action Sack
Hardcore
Team Swat
Team Snipers
