No I personally wouldn't. However that is not the same as saying that their games released this generation are substantially worse than those released in previous generations. It could for an example just be an argument that the quality of games this generation are greater than that of previous generations (I am not saying it is but it showcases the flaw in your argument; all generations are not created equal.).
There is no objective way to compare game ratings between consoles and over time. End of story. Once you acknowledge that then you are simply left with purely subjective opinion. Therefore the comparison or ratings is undeniably misleading and of not practical value.
