What State and City do you think Rockstar will use for Agent?

My main two experiences with Rockstar have been sandboxes (Bully and GTA). That's why I think it's possible to be a sandbox. x.o I'm not sure how the other games from Rockstar play.

i'm not talking bout closed levels. Splinter Cell Conviction will have "small sandbox levels" like they said during interview and i think Agent will be similar - few small sandbox areas were you will be travel back and forth.
