I think they it will be announced or it is in the early stages of development. There was some rumor earlier this year about it.
As for Syphon Filter, I will have to say the PSP versions are great and basically improves on every flaw the OP listed above. Both Dark Mirror and Logan's Shadow are expectional games that make the PSP shine.
