Same reason why GT3 has less cars than GT2.

It takes a considerably longer amount of time to program/design the next-gen detailed cars in GT5 than the last-gen detailed cars in GT4.

600 cars is still nothing to take lightly. That's still way more cars then I'll likely ever need.
