Have to go with XIII. No Tales game has ever equalled a Final Fantasy game.
And, I don't know why Vesperia is praised so heavily. The only reason I can think of is because 360 fans want to act as if there console has some special jrpg, but when I look at the review scores for 360 jrpgs at IGN none of them are particularly outstanding (most have scores lower than the latest Persona games on PS2) and Vesperia certainly doesn't have the highest review score ever for a Tales game reviewed but IGN and the highest reviewed Tales games at IGN are only equal in score to the lowest FF games and 10 full points below the most recent FFs.
