Blame Sony. They are the ones proposing developpers the highest costs / lowest returns business model this gen.

Everything I know points to the fact the highest returns over invested dollars come from developing multiplatforms for 360+PS3+PC or 360+PS3+Wii.

You might forget PS3 exclusives as they are less profitable, and still leaving the PS3 out of your multiplat development loses you big money.
