How the hell are you on level 3 limit breaks already?

I needed to buy 99 Iron bangles so I grinded few hours in the train graveyard I got level 3 limit break after 5 hour in the game.

What do iron bangles do? Im starting to think of training my limit breaks

Its just a worthless armor, I'm trying to get all the items in the game. Some limit break you need items, some you need to use in battle and some you need to kill enemies.
