it looks like he wanted one of microsofts first party development houses to do it so it would be properly funded and have people with good credentials on board ,it also seemed to puzzle him why it couldn't have been handed to one of the studios they closed so keeping them going,he said it was a negative that it went to a start up even a local one and then says how hard it is to get developers in one region that bitdidn't make sense,it seems like when he left rockstar to form realtime he took people he trusted and feels let down by those that left . obviously microsoft wants it done as cheaply as possible we will see more and more of this in the future games contracted out especially games with a proven track record that way you dont pay for down time ,holidays and other on goings etc thats handled by the studio
