I don't know why it's assumed he didn't mean 2nd party too. Tretton didn't mention that, it's something the writer added. And I doubt Sony considers much different 1st and 2nd party titles...specially when it can give you a better PR if you give a bigger number. Thus, I assume he's including 2nd party titles
