Don't missread this as the author of the article did, this means that excessive cruelty and blood will be banished, not all killings. It's one thing to depict death, it's an other to have heads explode left and right with body parts flying around...
This is good news.
I personnaly am sick of seeing movies come out where the main thing is seeing people ripped appart, sure, I don't have to see them, but there is nothing saying "watch out this movie is full of sadistic passages..." (Thinking of Tarantino movies there). That kind of thing has started to become so standard that it's not considered shocking anymore...
Games have started to praise blood too (Ninja gaiden where every chop... is a member chop, or manhunt, zombie games...), this law is a start, for a better environment. At least that is what I believe.
