Population wise:

USA > Russia, but when you add the control Russia can leverage over Eastern Europe and Central Asia (the control that still remains), it kind of evens out.

Iran > UK

China > India

Plus, if a full scale draft took place, the Chinese army could theoretically consist of hundreds of millions of soldiers.
