Persona 3 and 4 are both wonderful, and they're both the Turn-Based JRPG you are looking for.  No there hasn't been an amazing Turn Based JRPG yet, but then again most JRPG's were always average, that's why it's called average. 

I think Persona 4 may be one of the Best RPGs I have ever played and I have been playing them since the first BoF came out. You have to play this if you are a fan, there is no excuse.

 

@shadowsoldier, RPGs are meant to be fun, just like other games. DQ VIII is very fun. Its story is ok and cliched and it has a very traditional battle system, but the game is fun and beautiful (and the music is awesome). You are not giving it enough credit.
