That is a specious statement. Left-wing groups in the US resorted to terrorism throughout the 60s, 70s, and 80s when left-wing terrorism was at its peak. Fortunately, law enforcement organizations were able to disrupt many of the groups. Also, while it is true that the ELF/ALF have not hitherto killed anyone, they have committed other numerous terrorist acts, such as arson and vandalism. The FBI estimates that both organizations have caused over $200 million in property damage. That is a significant amount of damage.
