Well it's essentially create a character for a racing game. I wonder in these games can you also build custom hot rods out of different parts?
As for the title question, yes it gives it an edge. It's better to have the feature than not have it. Does that necessarily make it the best simulation racer on the market though? Not at all. Competition is too hot in that genre for something like a painting feature to be a huge deciding factor.
