In a strict bidding situation that MAY be true. However there are mitigating factors. 1. MS cannot buy everything that shows promise - even if they have the funds, that doesn't mean it is a wise choice. 2. The thing about bidding is that something is only worth what you can get somebody to pay at the time of selling (years of e-bay here). Perhaps MS bid what they thought was fair - for an unproven franchise - and Sony topped it.
As for "if Sony was moneyhatting", again perhaps they tried but the economics (and I don't mean MS moneyhats) were too convincing. I know that, if I were a developer and I was making a game that COULD BE DONE on both consoles that I would put it on BOTH unless I were offered "incentive" not too - aka a moneyhat. That scenario only affects GRANTING exclusivity, otherwise, sure I would do it on both. As for MS gaining former PS exclusives as multiplat, moneyhats are not really needed for that these days, it's simple economics. "If it can be done without compromising the vision, then why not," will (and should) be the prevailing opinion.
For example...
DMC4 = can be easily done on the 360 which has a huge following in US = obvious decision to multiplat = no moneyhat needed
Gears of War = can be easily done on PS3 BUT MS offers money hat incentive that Epic sees as superior to multiplat sales = exclusive
Now, not all games can be EASILY done on X360 - such as - perhaps - MGS4 because it was written from the ground up for Blu-Ray and PS3. Can it be done? Sure, probably. Will it - doubtful.
Before anyone says, what about FFXIII, well, I think we all know that SE was working on it LONG before it was announced.
