Kratos was still answering the prayers and pleas of his followers, like a God should do, while Ares and Zeus simply destroyed cities for their own personal purposes.
Kratos had the choice to not answer those prayers and pleas, and his decission not to ignore them all, but instead grant them all is due to anger (but not unjustified anger). However he still technically did as he was supposed to, he acted as the God of War.
