Live already has licensing. Any downloadable content that is for purchase is tied to your gamertag. It is also tied to the console that you purchased it on, but this can be moved over to any other console.

Yeah but how long will it stay available for redownload? I bought Black and now there is talk of the xbox originals being removed from live. I have a 20 gig and no longer have it on the hard drive because of space issues(20 gig). That is an issue MS needs to address and make clear to its customers.
