i wouldnt have a basic and a high rate for a start, id have many more levels.

something like this, would be a rough example

if you earn 10k or less, you pay 10% in tax (after tax you have 9k)
if you earn 20k, you pay 20% (you have 16k)
40k, you pay 25% (you have 30k)
80k, you pay 35% (you have 52k)
160k, you pay 50% (you have 80k)

so, you still earn more, but you also pay more to help out, why, how would you do it?
