This phrase, incidentally the first phrase of your post, is a lamentation over the unablility of the avarage user to have opinions that are 'right' or 'good taste'. The same can be heard about many different subjects, where what's popular is seldom considered quality by those in the know. It's usually based on the belief that people do not know what they want and they cannot tell quality from shit, i.e, they are stupid and have bad taste.
So while you did not come right out and say it, the underlying assumption is there.
"It's tough not to laugh at a top 100 games of all time list that has twice as many Xbox games as NES games." This phrase ridicules the opinions of the people that voted, saying that they didn't know what they were voting for and that they were wrong for voting how they did. In short, they are stupid and have bad taste.
I can understand your objections. However, they do not in any way invalidate the list as what it is: The opinions of VGChartz forumgoers. If you browse around the forum you will find that this list corresponds very well to the way people around here think and talk about games. And that's the main way any such list should be interpreted.
