The big jump in graphics is best explained by this:

Forza 2: Tessellation off.

Forza 3: Tessellation on.

Its more complicated than flipping a switch and very hard to do, but thats essentially the difference. They used the full features of the Xbox 360 GPU, the PS3 has to devote a half tonne of Cell processing to do what it essentially a fixed function hardware addition to the Xbox 360's Xenos Architecure.

The net result of this is most of the changes to the game. 10x the polygon count per car, 4x the texture resolution. Look at the fully blown up shots, its night and day.
