No the story doesn't continue after all characters die. It isn't game over. It's the end of the game. You finish the game when the characters die. No it's not game over, it's the ending that you get. If you let your characters die, or if you aren't good at the game and die all the time then it is only one of the endings.

You can't die early in the game though because they want you to have feeling for these characters.

As i said there are multiple endings to the game. Having all your characters die is one of them.

So technically it's like when you die to Lavos in Chrono Trigger and it says "And the world refused to change" or something like that?

Yeah, basically. But i don't think Heavy Rains saves will allow you to just go back to a certian point. I think you have to do the whole game over again. But i'm not sure. They want you to play the game many ways so it will be different every time.

I was just using it as an example...
