Looks like a blur effect they are using to me, grid had the same, i could be wrong though but everything I have seen of the tracks have looked nothing short of amazing!

 

I see no blur...that's clearly low quality texture.

The speed-o-meter doesn't look like a ~1 million polygons car model.
