Maybe EU and US get simultaneous realese, since PS3 doesn't have region protection people in EU would just heavily import from US, faking us numbers to ultra-high and lowing EU to just less than a standard for FF. EU may be the smallest market for FF, but is still selling at least a million and can't be just ignored.
