This point is moot. "Console" is a term that describes a possible use of the most general "computer". Every PC can act as a console.
A company right tomorrow can put together a gaming PC in a small case, with a wireless controller, HDMI output and a customized Windows OS with a simplified intarface to launch/install/remove games and access media files, and start marketing and selling it as a "console that plays PC games".
What would you say then, when I can play Gears of War on a console that is not a 360? Why is that not a console? It's a piece of hardware designed, assembled and bought so that you can connect it to your TV and play games on it. Its insides are immaterial.
Now think that even if no company is actually doing that marketing, every PC gamer with a modicum of manual abilities can do the same by themselves, and you'll see why the "they're different things" argument has frail shoulders.
