No, but he said he was planning to use a new strategy, which is using the same engines for a few new games he's doing. I guess that's pretty clear here.

He could just mean MGSR and C:LotS is using the same engine.

No, he's not going to make a new engine for those two games. I SERIOUSLY doubt it, since MGSR is releasing next year if I recall correctly.
