I'm going to go with no.
Looks amazing for a PSP game (I'm really surprised), but the lighting effects are no where near the level of even Forza 2 (There's barely a reflection on the car), ditto the detail in the car model.
The environment is also less detailed.
But, I'm really surprised by how good this game looks.
