No, the 200 dollar price tag is an estimate of what it would cost a company to do this right now. We don't know what technology or advances Microsoft made. This is Wii Motion Plus with another name. There is 0 difference between this and the Wii Motion Plus.

OK then; I didn't see the conference firsthand. Well, that just confirms NIntendo was right all along. At last year's E3, they announced WM+ like they were fighting phantom enemies, mentioning "imitators". If Sony and MS had done this then then Nintendo would look better as they would have been responding to a genuine threat.

Nintendo's advantage is the ability to make games that use it due to a large first-party base. Sony and MS will have to persuade third parties for the most part, and get people to buy a whole new controller (not just an attachment). It's risky to challenge Nintendo now.
