From interview with Kojima from Fumitsu, this game will be told within the MGS timeline cannon and Kojima himself consider it the 'next' MGS as far as series continuity is concern (assuming he was talking about the same game which is likely), spinoff is just a phrase to coin the fact that this is not called MGS5, there is certainly a hint of negativety going on here but I don't think it goes that far, even some of the industry news is calling it a spinoff.

As far as I'm concern however, this is the next MGS, just like CoDWaw was the next CoD despite having no number attached to it.
