I think the reason they are calling it a spin-off is because it is a major departure from the series gameplay style. I am under the impression that it is an action/adventure game like Heavenly Sword or Ninja Gaiden and not a steath game like all previous MGS games. Whereas Versus XIII is still a JRPG.
Plus didnt Square Enix even say it wasnt a spinoff but an entirely new game in a different universe?
