1. The Halo idea was stolen from Ring World, which explains the whole earthy outside, deep tunnels underground theme.
2. I suppose you could claim that the ecosystem inside the ring acts as a battery, storing the power needed to activate the ring. Or perhaps the rings took a long long time to build or were also used as research stations to study the flood.
