It was always stated (in the past few years) that Square-Enix (well, Disney owns the KH franchise) has issues with Sony's hardware. This is why SE needed to make some form of 'tools' in order to ease the production of games on the PS3, hence the Crystal Tools. However, Disney gets most of its revenue from the Nintendo hardware, so it's whatever Disney wants to do with the game.

Soriku can explain it better, and we've had this argument of KH3 being on the PS3 for a GOOD WHILE in the last few years. Kingdom Hearts 3 DOES NOT fit the PS3's demographic. The PS3's demographic alienated what they had last generation, because Sony is trying to take on Microsoft with its high-production games (shooters, grittier, dark genres).
