Kojima has a hell of a lot of power within Konami. He was made VP of the company a year or two after MGS2 hit, and he only stepped down from that position when he created his very own branch of the company, Kojima Productions, a branch that would allow him to focus solely on games.
However, Kojima is still not the President or CEO, and either way the company has shareholders to think about. I think MGS4 will go multiplat, but I don't think it will be at the hands of Kojima. I think Kojima will keep doing what he does - making great games for whatever system he may choose, and then Konami may choose to port them after the fact, much like MGS2. This is why I said what I did in my previous post.
