It's more likely it has something to do with SCEA's policy on VA in ps3 games. UGO are freakin' broke, and likely can't afford to do english voice overs. Acquire probably only went with UGO because no other publisher would touch the game.
Hell, I'm surprised Capcom even bothered with WotS2, given how poorly the first sold under Spike.
Of course, if they 360 version has english VA, then my little theory will have been proven wrong.
