Not trying to be racist or prejudice, but how religious are poor black women, and their stance of abortion? Because even if abortion is legalized if they're not willing to not have kids (or more than intended) when they're not in the appropriate economic or circumstantial situation (no dad, for e.g.) then it's meaningless if it's legal.
