I think he's saying that he has a Korean account, and wants to get costumes that he can't get in the Korean region... I think.
If that's the case, IDK. I can't buy stuff in Japan's PSN Store, because I don't have a Japanese credit card/bank. So I'm assuming you can't buy stuff in the US, Japanese, EU, etc stores if you don't have the proper currencies, credit cards, etc.
